Pastor Florine Tousant Milligan is the Daughter of Mr. & Mrs. Marshall and Flora Tousant. She is the oldest of six siblings. She was inducted into the National Honor Society for her tenure in high school serving as the secretary. During her service, she represented her school at several State Meetings. Pastor Milligan, an outstanding basketball player, led the team in winning the District Championship at State Tournament. In 2003 she was inducted into the ST. FRANCIS ATHLETIC HALL OF FAME FOR BASKETBALL.

Among Pastor Milligan’s high school accomplishments is the fact that she was the student piano accompanist for the Jr. and High School choirs, was in the Band for four (4) years playing in the brass section. Instruments—Cornet, Trumpet and Mellophone, won several honors in Girls State Meetings in Music and Oratorical Speaking and graduated from Lincoln Senior High School at sixteen (16) years of age as Valedictorian.

Her journey to Lane College in Jackson, TN., after receiving a four (4) year academic scholarship led her to many more  successes and experiences, namely: during her Sophomore year, she served as a Student Ambassador to Lagos, Nigeria and Dahomey, West Africa for the summer of ’66  spending the whole summer speaking French, only, in this French speaking country.   The following Junior Year, she served as President of the Student Advisory Council and pursued further studies in Chemistry at Memphis State University in a State Chemistry Institute.  She was an Honor graduate from Lane College with a BS Degree in Chemistry and Mathematics.

Pastor Milligan received an MSE in Guidance and Counseling from Arkansas State University, Jonesboro, AR (1975) and her Certification in Secondary School Administration from Arkansas State University, Jonesboro, AR, as well. Later on she obtained her Certification in Total Quality Management in Education from the Quality Academy in Appleton, Wisconsin. Career wise, she returned to Forrest City to teach Math and Science at Lincoln Junior High School. Eventually she stated working in Marianna, AR as a school counselor then became Supervisor of Counselors and represented Lee County at Yale University in a training session with the Dr. James Comer, on scientific approach to Quality Education.
 
After a few years she returned to Forrest City, as a high school counselor received her Certification in Secondary School Administration from Arkansas State University. She became Supervisor of Guidance and Counseling and Director of Testing. During this tenure. Milligan was promoted to Forrest City School District’s Director of Total Quality Management, where she introduced Total Quality Management in Education to schools and Chambers of Commerce in Arkansas, Tennessee, Mississippi, and Florida in Presentation & School Visitation Format. She performed a comparative study on TQM in Education and made presentations in Sitka, Alaska and Monterrey, Mexico on the educational model. Milligan was responsible for training Superintendents on the TQM model in Forrest City, AR and as far away as Australia and Hawaii. She trained School Personnel on the implementation in local schools in order to improve grades and attendance. In addition, Milligan trained Forrest City’s City Officials in the TQM Process. 

Milligan served as NASA’S SSIP COORDINATOR FOR THE STATE OF ARKANSAS and in 1995 served on an industry recruitment team with the Chamber of Commerce to recruit Boar’s Head Provision Company from Brooklyn N.Y to Forrest City. She retired from the Forrest City District after 27. 5 years.

Her career continued as she was hired as the Total Quality Management Director and Human Resources Manager for the start-up of Boar’s Head Provision in the area.  Hundreds of people were hired, benefiting the community. Later on she was promoted to Corporate Total Quality Management and Training Manager for the Boar’s Head Provisions in Forrest City, AR. Eventually she retired as Employee Relations Manager as was  hired at East Arkansas Community College as Director of Guidance Services. Upon retiring from East Arkansas Community College she graduated from PCCCA Academy AS A CERTIFIED MASTER LEVEL CHRISTIAN LIFE COACH.. In addition, Pastor Milligan went on to receive her Doctor of Biblical Counseling Degree from Oval Bible College, in LA ( 2009.)

Milligan has also been successful in the entrepreneurial area as she is Head of the Training Department of Professional Christian Coaching & Counseling Academy of Cape Coral, Florida and is now training people all over the USA, London, England and Australia in how to become Christian Life Coaches and how to establish their coaching business. Milligan’s most recent board appointment was in January 2011 where she was Appointed by Governor Mike Beebe to Arkansas Higher Education Coordinating Board for the State of Arkansas, with the duty charged by state law to coordinate education in Arkansas Eleven (11) public four-year institutions and twenty-two (22) two year institutions, and to assure an orderly and effective development of each of the publicly supported institutions of higher education after just completing ten (10) years on the ARKANSAS STATE UNIVERSITY’S BOARD OF TRUSTESS  as Chairperson. Some previous board appointments include:

(1) Appointment by Governor Mike Huckabee to the State’s 1st Workforce Investment Board, serving as Vice Chairman, implementing the STATE WIDE Workforce Investment Board, where the states’ local workforce boards and One Stop Centers were developed.

(2) Appointment by Governor Mike Huckabee to the Arkansas State University’s Board of Trustees 2001-2005, serving as secretary, vice chairperson and CHAIRMAN of the Board.

(3) January 15, 2006 re-appointed to the Arkansas State University Board of Trustees.  

(4) Chairman of the Arkansas Commission for the Coordinating of Educational Effort for Pre-School through Four Year Institutions (p-16) instituted by the 2003 Legislative Session, Act 109 in Little Rock, AR, where each State agency is represented to develop recommendations for policy (p-16).

(5) In 2000 Milligan became the FIRST African American to hold the position of  President of the Forrest City Area Chamber of Commerce Board.

(6) Founding board member of the St. Francis County Workforce Alliance and Community Development Corporation (CDC).

In the area of SPIRITUAL DEVELOPMENT, Milligan is the Co-Founder of Saints Temple Church, Forrest City, AR where she was the Minister of Music and Bible Teacher. Presently, Milligan is the FOUNDER and Ordained Pastor of FRESH ANOINTING MINISTRIES CHURCH in Forrest City, AR.  and has been  for the past  (11) YEARS. In these years, her ministry has gained an international presence in KINGSTON, JAMAICA AND KENYA, EAST AFRICA. Since the founding and establishing of Fresh Anointing Ministries, people have committed their lives to the Lord, the Church has grown, people have been blessed. Also, under Pastor Milligan’s leadership the Church has acquired forty (40) acres of land and remodeled the present building.

Florine T. Milligan is married to David T. Milligan.  She has three Children…Kevin, Veronica and Vallary, Three step children, one son in law, Brandon, one daughter in law, Paula, two grandchildren; Brandon Jr. and Bryson and one on the way.
